Representative Eastman objected. The question being: "Shall CSHB 411(CRA) be adopted in lieu of the original bill?" Amendment No. 1 was offered by Representative Eastman: Page 2, line 9: Delete "30 days after the effective" Insert "90 days before the adoption" Representative Eastman moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Schrage objected. The question being: "Shall Amendment No. 1 be adopted?" Amendment No. 2 was offered by Representative Eastman: Page 2, line 9: Delete "30 days after the effective" Insert "90 days before the adoption" Page 3, lines 17 - 19: Delete all material and insert: "(26) "economic development" means an expenditure for 2022-04-27 House Journal Page 2689 the production of research or a study or the purchase of property or equipment for at least one of the following purposes: (A) increasing the population that resides in a municipality; (B) decreasing unemployment in a municipality; (C) increasing the number of businesses that operate in a municipality; (D) increasing the median wage earned in a municipality; or (E) developing regulations to facilitate increasing the gross domestic product within a municipality." Representative Eastman moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Tuck objected and rose to a point of order, citing section 182 of Mason's Manual, regarding the dilatory nature of the amendment. The Speaker stated that Amendment No. 2 was dilatory and ruled it out of order. Representative Eastman appealed the ruling of the Chair. The question being: "Shall the ruling of the Chair be sustained?" Representative Tuck moved and asked unanimous consent that CSHB 411(CRA) be considered engrossed, advanced to third reading, and placed on final passage. There was objection. CSHB 411(CRA) will advance to third reading on the April 29 calendar.
